What is the Oklahoma IDAP?
The Impaired Driver Accountability Program (IDAP) is an alternative to traditional license revocation following a DUI or Actual Physical Control (APC) arrest in Oklahoma. Introduced by the state legislature in 2019, this program allows eligible drivers to maintain limited driving privileges by installing an ignition interlock device (IID) on their vehicles instead of losing their licenses outright.
Under the old system, drivers had 15 days to request an administrative hearing after an arrest or face an automatic license suspension. With IDAP, a person has 30 days from the date of arrest or notice of revocation to apply and enroll in the program, making it a more flexible and forgiving process for qualifying drivers.

Key Requirements for IDAP Enrollment
To participate in IDAP, you must:
Hold a non-commercial Class D driver’s license
Submit your application to the Oklahoma Department of Public Safety (DPS) within 30 days of receiving the revocation notice
Pay a $200 program fee and $50 restricted license fee within 45 days of arrest
Install a DPS-approved ignition interlock device on your vehicle
Submit a signed IDAP Participant Agreement
Acknowledge and review the IDAP Participant Guide
You must also drive only the vehicle equipped with the IID unless your employer qualifies you for an exception.
How the Ignition Interlock Device Works
An IID is a breathalyzer installed in your vehicle. It requires the driver to blow into the device before starting the engine. If alcohol is detected above the preset limit, the vehicle won’t start. The device also requires rolling retests while driving.
Only devices approved by the Oklahoma Board of Tests and DPS are accepted, and you are responsible for installation and monthly maintenance fees, typically around $75.

Completing the Program
To successfully complete IDAP, you must:

Show no additional DUI/APC arrests during the program
Once these steps are met, DPS will issue a completion letter, restore your license, and clear your record.

Common Issues with IDAP
While beneficial, the IDAP has limitations:
Cost: The total expense includes a $250 enrollment cost, plus monthly IID fees. This can be burdensome, especially for long-term participation.
Eligibility: Only non-commercial Class D license holders are eligible. If your license was already revoked or if you hold a commercial license, you may not qualify.
No vehicle access: If your vehicle is totaled, in repair, or unavailable, you may not be able to enroll. Temporary vehicle issues can sometimes be worked around with legal help.
Ignition Interlock Violations and Consequences
Violating IDAP rules can lead to serious penalties, including program extensions or removal from the program, which reinstates your license revocation. Ignition interlock violations include:
Three failed starts within 15 minutes
Failing retests while driving
Penalties can range from 60 to 365 additional days, depending on the original restriction length. Program violations include:
Tampering with or removing the IID without proper authorization
Circumventing the breath test
Missing required IID service appointments
If your vehicle is under repair or being replaced, you must notify the IID provider every eight days and reinstall the device within that timeframe. Violations may also lead to:
Installation of a camera-equipped IID
Driver retraining
Driving hour restrictions
Permanent removal from the program
You have 15 days to contest violations before a DPS hearing officer. Missing this hearing results in automatic sanctions.

What If You’re Not Eligible?
If you’re ineligible for IDAP or have missed your application window, you have two alternatives:
File a District Court appeal to challenge the DUI arrest or the test results
Wait out the license suspension period, typically 180 days or more
An appeal requires proving that the arrest or evidence was invalid.
